
NOT A PUBLIC CHARGE
Arturo Cagabhion was denied a visa by the U.S. Embassy after the Embassy claimed that Arturo would be a "public charge" because his mother, Rufina Alkuino, who petitioned him, was receiving SSI benefits. Atty. Michael J. Gurfinkel helped Arturo convince the Embassy that Arturo would not be a public charge. Cagabhion and his family were granted visas by the Embassy because of Atty. Gurfinkel's convincing presentation. Rufina, who had petitioned Arturo as a married, adult son of an American citizen, had been separated from Arturo for 23 years.
